First, go to iCloud.com on your Safari browser (or any other browser) and log in with your Apple ID.

Now, select all the photos you want to delete. Single click for one photo and cmd+click for multiple photos.
On selection, you will notice a bin icon on the menu bar. Click on it to delete them.
As soon as you click on the bin icon, a popup dialogue box will appear seeking your confirmation. Click on the Delete label.
Now, you have deleted those photos but they are still in your iCloud Photos Bin, click on the Recently Deleted option from Sidebar Library.
Now, click on the Delete All option.
